The San Francisco Department of Public Health is accepting applications for a Director, Medical Staff Services, San Francisco Health Network.

The San Francisco Health Network (SFHN) Director of Medical Staff Services (MSS) provides leadership, accountability and direction to the SFHN Medical Staff Services Offices. The MSS Director is responsible for departmental strategic planning, business development, software integration and alignment, health plan collaboration and day-to-day operations of MSS.

Job Description


The Director of Medical Staff Services (MSS) functions as the staffs' expert related to medical staff bylaws, rules and regulations, focused and ongoing professional practice evaluation, medical staff committees, and is current on all matters related to credentialing and privileging of providers. The Director of MSS remains current on changes to standards, regulation, and accreditation and develops plans and innovative approaches to ensure compliance and creates a customer service-oriented framework and approach within the Medical Staff Services Department.

ESSENTIAL DUTIES: The Director of Medical Staff Services, SFHN performs the following essential job functions:

  • Provides leadership and strategic direction to the SFHN Medical Staff Services Department.
  • Develops innovative strategies for improvement to ensure optimal functioning of the department and compliance with all applicable regulations, policies, and processes across divisions in the SFHN; directs the development of a comprehensive credentialing database and monitors critical data for accuracy and analysis.
  • Ensures compliance with Managed Care credentialing contracts, policies and procedures, directs preparation and coordination of credentialing audits and mandated reporting in compliance with contract requirements.
  • Reviews, interprets, and provides considered and timely advice to the SFHN and Division senior leadership regarding regulatory guidelines, including medical staff bylaws, corrective actions, rules, regulations and policies, and ensures that Medical Staff Bylaws are current with state, federal and other regulatory requirements.
  • Oversees, and advises medical staff leadership and SFHN administration regarding credentialing/privileging of appointments, reappointments, privilege expansion/reduction requests, as well as Ongoing Professional Practice Evaluation (OPPE) Focused Professional Practice Evaluation (FPPE) and the Peer Review process; develops and directs systems and processes for professional practice evaluation of new and existing medical staff members.
  • Develops, directs, and maintains systems for the organization of the Medical Staff governance and committee structure, including committee charter development, ensuring that committee reporting and information flows appropriately throughout the SFHN and advises and supports relevant Medical Staff Committees on matters of governance, credentialing, practice evaluation, and performance improvement plans.
  • Provides orientation and training to newly appointed physician leaders in collaboration with Chiefs of medical staff departments for effective oversight and management of their unit's credentialing, proctoring, privileging, and reappointment processes.
  • Develops, implements, and monitors the operating budget for the Department and holds accountability for all budgetary matters, including department productivity assessment and improvement.

The Director, Medical Staff Services, SFHN (0933) performs other duties as assigned/required.


Minimum Qualifications:

1. Education: Possession of a Bachelor's degree from an accredited college or university in healthcare or related business field,


2. Experience: Five (5) years of experience in a hospital or health system Medical Staff Office of which at least three (3) years must include supervising professional and para-professional staff,


3. Certification: Current and valid Certified Professional Medical Services Management (CPMSM) certification.

NOTE: One (1) year of full-time employment is equivalent to 2,000 hours of qualifying work experience (based on a 40 hour work week). Any hours worked above 40 hours per week are not included in the calculation of full-time employment.

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire by email after your submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Management Test Battery (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. For more information about this Management Test (and a suggested reading list) please visit: Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.  

Supplemental Questionnaire Exam (Weight: 60%) Candidates who achieve a passing score on the Management Test Battery (MTB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: ability to manage, supervise, train, and coordinate complex functional areas of responsibility and groups of employees; analysis and problem-solving, including the ability to analyze and report to management and recommend appropriate actions; ability to present facts clearly and concisely orally and in writing and to make group presentations; knowledge of applicable regulations, laws, and rules and to interact effectively with external agencies, ability to plan and organize work, delegate; and knowledge of and experience with process improvement tools and methods (such as Lean, A3 Thinking, PDSA). The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved on each of the above-described exams in order to be included on the confidential eligible list. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.  

Eligible List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Program Director. The list will be used to fill current and future vacancies within the next six (6) months.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

Medical Examination/Drug Testing:
